LANSING – All state purchasing will now officially be done by the Department of Technology, Management and Budget under an executive directive issued Thursday by Governor Rick Snyder.
While purchasing operations have been conducted through DTMB for some time, each department had its own purchasing officer for the items and services it needed. Under Executive Directive 2015-1, those various officials will now report to the chief procurement officer as well as executives in their own department.
“Strong management of taxpayer dollars continues to be a priority as we work to ensure smart, cost-effective and transparent procedures,” Snyder said in a statement on the directive. “The efficiencies gained from coordinating purchasing across departments will allow state government to focus more resources on serving Michigan residents.”
DTMB Director David Behen told Gongwer News Service that those departmental purchasing officers were already meeting regularly with the chief procurement officer to develop new strategy for purchasing.
“This directive is a necessary first step in a larger reinvention of the state’s procurement process,” Behen said in the statement distributed by Snyder’s office. “Developing a connected, integrated procurement team will enable increased collaboration and standardize the purchasing process leading to greater savings.”
