COLUMBUS – The Division of Cannabis Control has issued new guidance regarding purchase limits for non-medical cannabis sales in Ohio. These changes, which take effect June 4, will apply to all licensed dispensaries statewide.

Since the start of adult-use cannabis sales in August 2024, Ohio’s cannabis market has shown the capacity to support both medical and recreational consumers. The DCC emphasized that while dispensaries are permitted to dispense the maximum allowable amounts under state law, they are not required to do so.

New Limits for Recreational Cannabis Consumers:

2.5 ounces of dried cannabis plant material per day (vaporization-ready only)

15,000 mg of total THC per day from non-plant products (e.g., edibles, tinctures, vapes)

Example: A consumer purchasing one 500 mg vape cartridge and a 100 mg gummy pack would only be at 600 mg of the daily 15,000 mg limit.

Medical marijuana patients, however, are not impacted by these changes and will continue to follow the existing 90-day supply structure per Ohio Administrative Code 3796:7-2-04 and 3796:8-2-04. Dispensaries must prioritize supply for medical patients and continue to report those sales to the OARRS prescription monitoring database.

The DCC reminded dispensaries that they are responsible for maintaining adequate inventory for both medical and recreational consumers, and any dispensary that modifies their SOPs to reflect these new limits must submit a formal Change of Operations request through the DCC’s eLicense portal.
Compliance Matters
Dispensaries must ensure their point-of-sale systems reflect accurate THC content data as registered in Metrc. They must also have procedures in place to calculate sales without exceeding legal thresholds. Noncompliance could result in enforcement action from the Division.
These updates reflect the DCC’s efforts to manage inventory, maintain patient access, and clarify daily transaction limits as Ohio’s cannabis program continues to evolve.
